They managed to ban voter IDs and used the pandemic to eliminate mail-in ballot verification almost everywhere. The only motive for this would be to allow non-citizens and other ineligibles to vote. This creates an inherently rigged election. In addition Democrat-run courts in swing states with Republican state legislatures struck down election integrity laws when the Constitution clearly states that state legislatures are to control voting laws. All of this gave Pence ample evidence to refuse to certify the claimed votes. But Pence is a guy whose main goal is to protect the system as it is and not challenge it like Trump. All that was left was the normal audits which can mostly check if someone voted twice. There was no auditing of the registration process which is where most of the fraud occurs.
